allow platform admins to receive DMs without shared community

  • Platform admins (is_staff=True) can now receive DMs from any user, bypassing the "shared community" privacy check. This fixes Kira's daily report failing to reach [email protected].
  • Sharpened escalation rules in Kira's routine prompt: referral/directory requests ("recommend a dentist?") are now clearly distinguished from professional advice requests ("should I break my lease?"). Prevents inconsistent judgment across runs.
  • Fixed daily report formatting: plain text with UPPERCASE section headers instead of markdown (chat UI doesn't render markdown).
  • Fixed pin management: routine now tracks and unpins ALL previously pinned threads, preventing the 4-pinned-threads anomaly from recurring.
